I have been to Thailand on two visa exemption stamps and extensions and am now travelling to Vientiane to apply for a tourist visa. I have seen online people being denied as they have lived here for 90 days. Do you think this is likely in my case?

You should be able to obtain setv (assuming no other recent history). 

If your setv is not issued you could enter at border VE

Vientiane does not deny them for staying here more than 90 days in the past 6 months. Savannakhet has that rule.

You should not a have a problem getting a visa there with your history.

You will need to show the equivalent of 20k baht ($700) in a bank. Also be prepared to show proof of accommodations if asked for it.
