WP3 documents required before applying for Non immigrant B visa

I am Australian, currently working in Singapore and moving to global company in Bangkok As soon as my visa is approved. HR asked for lots of documents in order to obtain the WP3 however some documents I won't be able to get it due to closure of the company in Singapore.

 

Is this document necessary in order to obtain WP3 (pre-approval work permit letter) from Department of Labour in Thailand below: 

  • Past 5 consecutive years of work experience / employment letter/certificate from previous employers in English which match your CV. 
    • Each letter must be in company letter head with address and contact number, state your full name, position and period of service(dd/mm/yyyy).
one of my work place has shut down due to company acquisition and close the business in Singapore. I have never heard that I need to submit past 5 consecutive years of work experience (previous employment letter) unless its CV or resume.
Has anyone encountered this issue?  To my knowledge, it only requires a passport, photo, a copy of degree and CV or Resume. I really do not understand why those documents(previous employment letter in the past 5 years) is required.
Any advice or comment would be appreciated.

My HR advised me that 

the document that we need to submit to the government is different. The link that you attached is for helper or companies which operated outside BOI.
 
In your case, we have to follow BOI requirements (Multinational company is different)

That is the correct form for an employer to use to apply for a work permit for a person that is outside Thailand.

You did not mention it is a BOI company.

You only need a letter from the BOI when you apply for a non-b visa. No need for a WP3 receipt or a work application approval letter.

"3.1.2 Approval Letter from Ministry of Labour (WP3) issued by the Office of Foreign Workers Administration, Department of Employment, Ministry of Labour, Mit-Maitree Road, Din-daeng District, Bangkok, Tel: +662-245-2745, website: http://wp.doe.go.th (Japanese nationals are exempted from submitting this document, in accordance with JTEPA). Other documents which could be used to replace WP3 Approval Letter include a letter from the Board of Investment, universities, schools, international organisations or charitable organisations."
