ED Visa friendly countries?

I recently applied for my ED visa in Laos, no problems. I need to re-apply as my passport got robbed.

 

I'd rather head somewhere else other than Laos, and somewhere that's not locked down... I'm thinking Bali. Has anyone applied for an ED visa there recently? 

 

Any other options, not too far from Thailand? Cambodia? Vietnam? 

The consulate in Bali has the same requirements as the embassy in Jakarta. They will want a police clearance to do the application.

In the copy shop next to Jomtien Immigration is a huge poster syaing that 1-year-ED visa is available there for around 15k

My point was that with such an offer, more likely than not, they don't actually expect you to study. Just a way to get the visa/extension.
