My current NON OA visa and Re_entry permit both expire on April 18.

Was planning trip to Phnom Penh to apply for NON O at this time.

However with current fluid situation on travel am wondering if I could

go next week to seek NON O.

Can it be granted with already valid re-entry? If so on arrival in Thailand

would it override previous re-entry?

Why do you have a re-entry permit if your OA visa is still valid. You do not need one until it expires. If you do a border hop before it expiers you will get a new one year entry.

Not sure Phnom Penh will issue one with a valid extension of stay and a valid re-entry permit. They have a history of being difficult and there have not been any recent reports of anybody getting one there.

You could try and if denied you could enter visa exempt and apply for a 90 day non immigrant visa (category O) entry at immigration. 

Immigration would allow you to get a 30 day visa exempt entry since your re-entry permit would not allow a stay of more than 30 days.
