The Thai consulate in Savanakhet is asking for health certificates from ALL nationalities and for ALL visa applications. Just returned from there and they refused all applications. 
for the record I’m a UK passport holder applying for a Non-O. 

any suggestion as to how a health certificate can be obtained?

They told us they require a certificate from a hospital that states you are COVID-19 free. A few applicants went to find a hospital, I decided just to return across the border. 

Are they only requiring a covid-19 test or also the 14 days previous quarantine with doctor's approval? If it's only the test, it is easier

I would say in the current climate, just the COVID test.

nothing said about thai medical clinic health cert?

When did you arrive in Savannakhet? Was Lao visa-on-arrival still available? Did you talk with others who arrived today and received visa-on-arrival?

Yes I need to get out too. Right now Laos seems my only option.

Hey guys I was also at the embassy this morning. My wife spoke to the staff and this is what they said;
For all visa applicants, they need a certificate of good health. You can get this at the local hospital in Savannakhet for 70 thb.
We asked them if it needs to state if we are free from COVID-19 and they said no, but it would be good if it does.
They also said - and I'm a bit confused by this - it will take 14 days to process the visa. Did anyone else get this information?

14 days is what takes a quarantine

Incidentally I'm returning to the embasy tomorrow to actually submit my visa application so if there's any other updates I'll let everyone know immediately.
