do I need to do a tm30 if I do a border hop like in out in a couple of hours

A TM30 form is not needed or asked for by departure/arrival immigration.

Ubonjoe ok but if I go to immigration to get a 60 days to visit wife will they require one although it was a straight in/out . I need the 60 days as due to the virus I need to have the 400000 in the bank for 2 months as I think this is the safest was now to stay here. so best I do not fall foul of the law . last in/out was mid january

Whether you need do a new TM30 report or not depends upon the office your report to.

Why don't you register on the IO TM30 website which will allow you to file your own TM30s, and which will prevent any trouble you might encounter with your IO when applying there for a service that needs your address, like an extension of stay.
