It says that an emergency decree was issued, prohibiting foreigners to enter Thailand. Thais can still enter if they get the required document from their embassy.

 

I guess in the next few days all flights into Thailand will be cancelled, because they will have only very few passengers, which also means no more flights out. If anybody still wants to leave, heading to the airport in the next 1-2 days would probably be a good idea.

 

The relevant section of the decree is paragraph 3, it basically says what the short news said before, all land, air and sea borders closed, nobody allowed to enter, just 5 groups of people who are exempt (things like the prime minister, freight traffic, airline pilot, diplomats with a paper from the embassy, Thai people with a paper from the embassy). When this is covered by English news sites later or tomorrow maybe somebody will provide a more complete translation:
