I am moving my residence next week do I still have to report that I have moved within 24 hrs or can I wait till after July

That would depend upon the office you report to.

Address reporting was not mentioned in the ministerial notice. So it is still reuired.

I just moved to my new home. Went to Immigration and made the change. I asked if I could have waited, the answer was NO. 

Is this TM30 or something different?

Do it now, the IO's are best part empty, no reason not too.

    Yes, it's the TM30 report. If not doing it you might be fined up to 1600 Baht depending on immigration office.
