Cambodia’s hotels and international flights to reopen shortly

Hotels and international flights forced to close due to the COVID-19 pandemic in Cambodia are expected to reopen this month. Clais Chenda, President of Cambodia Hotel Association, said that some hotel owners confirm they will resume operations shortly and international flights are expected to commence from mid-June, as the local disease situation is seemingly calm.

So far, around 170 companies in the tourism sector in Cambodia have also been closed temporarily, leaving a 16,891 people unemployed, according to Prime Minister Hun Sen. To help the sector, the government has launched four measures, extending for another two months a tax exemption from June to July for hotels, guesthouses, restaurants and tour operators.

It also provided an exemption for tourism licence fees for 2021 and said they were not required to pay into the National Social Security Fund during the crisis. During the first four months, Cambodia welcomed 1.16 million foreign visitors, a decline of 52 percent compared with the same period last year, he said.

However still no indication of when tourist visas will start to be issued again.

Alternatively, how about the regular visas, business visas, retirement visas. Are they still available “on arrival”?

No visas on arrival. Haven't been for months now.

There never was a retirement visa on arrival. Just tourist and ordinary visa, you get ordinary visa which is for 30 days then extend for retirement. Likewise for business.

But no visas on arrival now. Likely won't be for some time, not until they are ready to let people in with no conditionalities as it is just not feasible  for airport officials to screen for health insurance and the like. Embassies could, however. So far no resumption of issuance of tourist visas by Embassies though.  It sounds like they might be issuing regular (non tourist) visa though I haven:t heard of anyone getting one. The 14 day quarantine is pretty dissuasive.

If you wish to enter Cambodia you will need to:

  • get a visa before arrival — the visa exemption policy, visa on arrival and e-visa arrangements are suspended indefinitely
  • get a medical certificate, no longer than 72 hours prior to the date of travel, from a competent health authority stating you do not have COVID-19
  • have proof of insurance that includes a minimum of US$50,000 for medical cover.

The restrictions on travellers coming from, and nationals of, France, Germany, Italy, Spain, the USA and Iran have been lifted.

All foreigners arriving in Cambodia will now be subject to a COVID-19 test at a facility near the airport (as well as requiring a Covid negative test before flying). You will be required to remain at this facility until the results are known, which may include an overnight stay. If you test positive, you will be required to quarantine for 14 days at a facility designated by the Cambodia government. This may be at a hotel (at your own expense) or at a Government facility. The conditions at government facilities are very basic and we cannot guarantee that families will be kept together. If you test negative, you will be required to quarantine for 14 days at your own accommodation. You will be expected to comply with these requirements regardless of any existing medical needs you may have. If you are not able to submit to these requirements, you should think carefully about whether to travel to Cambodia at this time.

The above is misleading int that it says if you test negative you can quarantine at your own accommodation. In fact that is allowed only if every single passenger on the plane with you also tests negative.

It also neglects to mention that you cannot get a tourist visa at all, even at an Embassy.
