The Department of Highways has reported progress in two motorways’ operations and maintenance projects, between Bang Pa-in and Nakhon Ratchasima and between Bang Yai and Kanchanaburi provinces.

 

The Ministry of Transport will consider the details within this month, before the operation will be proposed to the Cabinet, Piyapong Jiwattanakulpaisarn, the Inter-City Motorway Division director, said.

 

He said the department had invited bids from private corporations to operate the projects, and the the BGSR (BTS-GULF-STEC-RATCH) joint venture had emerged winner.

 

He said that overall there was no delay, but the government will take some time to discuss the bid winner and details of the projects.

 

Pakpoom Srichamni, president of Sino-Thai Engineering & Construction (STEC), explained that STEC, as a part of BGSR, will be responsible for construction part of the two motorways. He added that the value of the new works this year would reach the targeted Bt40 billion.

 

STEC plans to bid for other government projects this year, including the construction of the Orange and Purple railway lines and the double-track train between Phrae and Chiang Rai provinces.

What takes much of their time to give contracts is the part of sorting out whose brother's company will get the job and sorting out the 'Kick-Backs'.........

So all the land has been bought up before the announcement is made public by those in the know.

My Thai gf once worked for an agency that processed applications for large highway/BTS, etc. government projects.  After personally witnessing some of this mayhem even I was completely shocked at the massive corruption involved, including the Thai mafia.  My gf and her agency coworkers worked nearly around the clock for months to meet the government deadlines.  They submitted hundreds of binder-thick applications that had to meet the rigid government submittal requirements.  Of course, the reason the employees stuck it out was they were offered a huge payday, but only AFTER all applications were submitted.  But here's the saddest part.  In the end, they, and other sister agencies, completed the monumental tasks but... the lower level workforce all got stiffed and were never paid!  What's worse, no recourse for the workers whatsoever.  Oh yeah, there had also been occasional threats from those contractors who were rejected by the Thai government as being part of the mafia.  It was seriously a stressful period.  Meanwhile, someone made out like a bandit as the Thai government had to reimburse someone way up in the agency food chain for all those grueling months of 16-18 hour days - 7 days a week -  of extremely tedious processing work.   T.I.T.
