He is 72 years old and has asthma; he is seeing a Thai dentist about dentures for replacing all his teeth. His asthma and age would seem to put him in the correct category to stay, because travel to any country would be hard on him. If he became infected with covid-19 he would become extremely ill, especially stranded. Now he is safe. The rules are strict. Usually, they are for people ill in hospital, unable to travel to the airport and get on a plane. It is possible that Immigration might be less strict at some offices under the prevailing circumstances, but I am doubtful. It is an open secret that some agents can arrange 30-90 day medical extensions based on fraudulent applications. The risks are low (but not zero) if you want to consider this kind of illegal activity. On what basis is your brother currently in Thailand? Usually, it would be possible for him to stay in Thailand as a retiree. If he is not already in Thailand on a Non O or Non O-A visa entry, this requires converting from his tourist entry to a Non Immigrant type entry, and it may already be too late to arrange this, but you could try. If he is already in Thailand on a Non Immigrant entry, there is a couple of weeks left to get the application in. An agent can help if there are difficulties satisfying all the requirements.
