It is only required to apply for a certificate of entry and to enter the country using a visa that qualifies for it.

If you're on an 1 year extension based on retirement from an initial O-A Visa, then you need a health insurance + a $100,000 covid-19 insurance unless the health insurance covers covid-19, when applying for the CoE. If you're on an extension based on retirement from an initial Non-O Visa, you can't apply for the CoE. If you're already in Thailand, you don't need a covid-19 insurance.

OP, I do not understand your thread. Seems your asking about insurance for non IMM O. 

You cannot enter Thailand in a non IMM O. 

Where are you currently and on what basis are you applying to enter Thailand.

Isnt a marriage Visa considered a  NON O  Visa ?

A Non-Imm-O Visa can be issued for following reasons....

To visit family or friends in Thailand, voluntary job, retirement, medical treatment, to attend judicial process, to work as diplomat's housekeeper

 

Are you perhaps meaning an Extension based on Marriage, which is not a visa?
