Can I apply for a 60-days visa after November 30, which means the visa will extend until January 30?

Chiang Mai Immigration does not appear to be following the policy of the Bangkok Immigration Department and still requires a consulate letter.

Is it possible to go to Bangkok and apply for a visa extension, as it is half the price than the agent's quote.

If you are currently on an Amnesty-extended VisaExempt or Tourist Visa, applying at an IO where they do not require the Embassy letter for the extension would work.  But you would need to check-in the night before at a Hotel/Guesthouse and ask for copy of the TM-30 they file for notifying IO that you are staying there.

If you are on a Non Imm O Visa, you would first have to relocate to that new province before being able to apply for the 60-day extension there.
