VFS Bangkok required or Direct Routine UK Adult Passport Renewal Application allowed by DHL from UK Thailand Resident Address to UK Passport Office ?

can find nothing official anywhere mentioning or specifying claimed VFS Bangkok mandatory use, by personal appearance, for routine adult UK Passport Renewal. Does the Local Service uk gov anti- fraud (VFS) protection apply or not to Thailand for passport renewals ? many thanks
