My gf is a first timer and she does not know (me either) how file a tm-30 for me by this app. 
The question is what photos (passport pages) need to be uploaded ? 
And if there is anything more helpful to know.

Has she registered to do the online reporting?

The scan part is to read the code at the bottom of the passport photo page to enter info on it instead of typing it in.

Yes, she has already registered and received "user ID & password". 
Then she just needs to "scan" the 1st page of passport, no need to type information in the boxes ?
