The Southern-East Coast Meteorological Center said strong winds and heavy rain will affect nine provinces until Nov 13. Forecasters said people in Prachuap Khiri Khan, Chumphon, Surat Thani, Nakhon Si Thammarat, Phatthalung, Songkhla, Pattani, Yala and Narathiwat provinces could see heavy rain and a risk of flash flooding between 9-13 Nov.
