This incident, which allegedly occurred inside the PNPA camp in Silang, Cavite, casts a spotlight on the academy's internal protocols. The accused major was reportedly arrested after allegedly intoxicating a cadet, undressing him, and engaging in non-consensual acts on 31st July. This grave accusation has shaken trust within the institution, prompting swift action from the academy's authorities. In a formal statement issued on Thursday, the PNPA promised decisive steps to fortify its internal structures. "An administrative case will be filed by the Philippine National Police Academy against the said personnel," the statement read. It also highlighted plans to enhance vetting procedures for academy personnel, aiming to prevent such incidents in the future. Coinciding with the PNPA's announcement, Silang police chief Lt. Col. Louie Gonzaga confirmed that the major has already been charged with acts of lasciviousness before the municipal circuit trial court. The incident has also prompted the cadet to receive psychological support, and the PNPA has called for the victim's privacy to be respected during this difficult time. "Rest assured, this is an isolated incident, and the institution does not—and will never—condone such acts," the academy emphasised. Beyond internal academy measures, the National Police Commission Inspection, Monitoring and Investigation Service (Napolcom IMIS) has launched an independent investigation known as a motu proprio probe. This reflects the gravity with which authorities are treating the situation, ensuring comprehensive accountability. The event underscores a critical need for institutions like the PNPA to safeguard their environments from abuse. While the academy's response is decisive, rebuilding trust and ensuring cadet safety remain paramount. Transport EDSA Busway Stations to Undergo Major Upgrades
File photo for reference only In a significant push towards improving commuter services, the Epifanio de los Santos Avenue (EDSA) Busway's stations are set for substantial upgrades as part of the Department of Transportation (DOTr) and the Department of Budget and Management’s (DBM) ambitious rehabilitation project. DOTr Secretary Vince Dizon announced during a recent inspection at the EDSA Busway North Avenue Station that the project aligns with President Ferdinand R. Marcos Jr.’s goal to enhance commuter-focused infrastructure. The rehabilitation will unfold in two phases. Phase 1 focuses on upgrading four key stations: Monumento, Bagong Barrio, North Avenue, and Guadalupe. Phase 2 is set to include the construction of three new stations—two at the Parañaque Integrated Terminal Exchange (PITX) and one in Cubao. Dizon confidently stated, "All of these will be finished by next year, maybe by the middle or the third quarter." The entire project, with an estimated cost of PHP200 million (approximately THB115 million), will proceed thanks to funding from the DBM, despite the DOTr’s limited budget for 2025. “We are grateful to the DBM and the President for enabling the project's commencement even with budget constraints,” Dizon commented, emphasising the collaboration's importance. The improvements are comprehensive and commuter-focused. Platforms will be widened and enhanced, new sheds and railings installed, and essential equipment restored. Dedicated stations for guards, janitors, and traffic officers will also be established to maintain safety and order. Additionally, vertical louvers will offer shade and protection from the elements, while tactile paving will guide visually impaired passengers. Other enhancements include updated station names and wayfinding signage, complete with transit maps and fare guides, improving overall accessibility and user experience. This initiative signifies a proactive step towards addressing commuter needs and ensuring a more efficient and comfortable travel experience in Manila. With the upgrades and new constructions set to conclude next year, commuters can anticipate a modernised and user-friendly EDSA Busway network. As the project progresses, commuters will undoubtedly benefit from shorter wait times, increased safety, and a generally enhanced travel experience, reinforcing the administration’s commitment to sustainable urban transport solutions.
