flat or round earth ?

May be a stupid question But would it be possible to lay a rail way line all the way round the globe and back to meet each other ? How would they follow the curve of the earth? Better still a monorail? With the same distance from the ground to join up with other .you could not use a Dumpy level (is commonly used leveling instrument to locate the points in same horizontal plane).  What would they have to use?
