Is it (still) a good idea to take a taxi from Suvarnabhumi airport at arrival level, to avoid queues from departure level?

No. Use the queue - those drivers queue for hours so it's not fair to sideline them.

I came through last week and there was no queue at all in the official taxi line. A couple of weeks ago there was a fairly long queue.  

I came home on Friday 2nd Dec - certainly no shortage of taxis at Suvarnabhumi that morning - no wait at all, just get my ticket from the machine and walk to the waiting car.

Same day as I came but I was later in the afternoon, and same result, not a single person waiting even though the airport was really busy. They did have problems with shortages of taxis a couple of months ago but seems they may have sorted it now.

It's because alot of thai folks have transitioned to Grab, hence making the taxi que just non existent. I've been back a few months ago and used Grab and it was cheaper, but after realizing the non wait time at the taxi stand, that works out way better.
