The House of Representatives voted 119:0 with 31 abstentions today (Wednesday) to delete the Section 3 of the Cannabis Bill in its entirety.

 

In essence, Section 3 of the Cannabis Bill stipulated that cannabis is not a narcotic drug.

 

Suphachai Jaisamut, party-list MP from the Bhumjaithai Party and chairman of the House committee scrutinising the Cannabis Bill, had said previously that the deletion of Section 3 from the bill will not make cannabis a narcotic drug, because an edict from the Ministry of Public Health, issued in June, has already removed cannabis from the Category 5 drugs list and designated it as a controlled herb.

 

Dr. Paisarn Dunkum, secretary-general of the Thai Food and Drug Administration (TFDA), disclosed that they have already accepted registration of about 2,200 food supplements, cosmetics and herbal medicines containing cannabis.

 

The deletion of Section 3 will pave the way for the passage of the bill to decriminalise cannabis and hemp.

I don't get it. Seems like double negative.

So they remove this section and now it is a narcotic?

Must go smoke some section X herb to help with my confusion.

No. They remove the section (that reclassified it) so that it is still a narcotic

The battle is, however, not over yet, as opponents of the decriminalisation of cannabis have turned to the Administrative Court, asking it to invalidate the Public Health Ministry’s edict removing cannabis from the Category 5 drugs list.

Decriminalisation of cannabis is the flagship policy of the Bhumjaithai Party, which has won widespread support from small and medium-sized entrepreneurs, herbal medicine advocacy groups and the general public, who see cannabis as a business opportunity and an alternative herbal medicine to treat some illnesses. Slowly making it illegal again ...?

Confused and not " thought through " from the beginning .

Most Thai people ( voters ) will not like this .

A certain sex industry cartel monetising the drug with flashy neon shops across Bangkok will be sorely disappointed.

Uh no they wrote the opposite it is not a narcotic. Pointless article once again no change. 

The entire fiasco is another prime example of non thinking politicians/government.  It's a total joke. 555 LOL 555

So the whole Thai economy is not dependent on pot ?

1m Thais have asked to grow pot. In a land of some 70m people with maybe 20m under 21 and 10m too old, that is 1 in 40 people who are going to make their business growing pot. Right !

Same in Pattaya and everywhere else by the look of it.

 

The whole tourist industry is turning into a drug based mental asylum.

Reading this it seems:

1. The original law had this clause specifically stating cannabis was not a narcotic

2. many other parliament members were against having this clause in the law

3. Clause was removed from law

4. this does not actually change anything currently. As it is already off the schedule 5 list

5. cannabis advocates would have liked to have it in the law, as is greater protection. As is easier to change the drug schedule listing than it is to pass a new law

6. although again this not being in the law changes nothing… just means that if at some point in the future the winds change and a future government wants to make it illegal again, then the process to do so is easier

7. although cannabis advocates are betting on the fact that once the genie is out of the bottle, there is no stuffing it back in again… so they were willing to make the compromise to remove the clause from law in order to get it passed 


at least that is my reading of the news…
