The National Broadcasting and Telecommunications Commission (NBTC) voted 3:2 to allow the merger of the country’s second- and third-largest mobile operators, citing its lack of authority to approve or reject the proposed merger plan. The closely-scrutinized decision has only fuelled a hot debate on whether the majority of commissioners had failed to do their duty properly.
