My journey to Cha Am is never less than 2 and a half hours. But personally I think 1300 or so is a bit strong. https://suvarnabhumisuite.com/ is about the same money - has a very nice rooftop bar and there are plenty of places to eat and drink nearby, 72 Race & Bar, Warehouse 8 etc etc. Only about 60-80 baht to the airport.
