Pattaya bank passbook and Non-Immigrant Visa "O" (Retirement)

I need to know if i can apply in CHIANG MAI IMMIGRATION about a Non-Immigrant Visa "O" (Retirement) with a PATTAYA Kasikorn bank passbook ...

 

Or i can apply just in Jomtien ( Chonburi Immigration ) ?

You need to apply where you have filed your TM30 or do a new TM30 

 

As for bank account in another province this thread addresses that ...

It's about extensions but same applies for non O application.
