Iam a newbie and looking for directions regarding the correct forum etc.

I am a farang who has travelled a reasonable amount in Thailand. Have met a family whose son/brother was 'swept' in Thaksin's War on Drugs". Apparently he had spent time in gaol before on a drugs charge and the family admit that he was guilty that time. "He did the crime and did the time".

However the family maintain that the second time he was just rounded up like so many others and now is still in gaol. They have tried in vain to have him release. I wish to help the family and the man in question and am looking for direction.

If, as you say, you have travelled a reasonable amount in Thailand, then you already know the answer to your posted questions involving a convicted drug dealer to whose family you have already endeared yourself.
