New panel to review the Navy’s Chinese submarine deal

A new panel is expected to be formed on Wednesday to review the Navy’s procurement of Chinese-made submarines, Defence Minister Sutin Klungsang said today.

 

The panel will comprise 13-15 members, representing the Navy, the Finance Ministry, the Office of the Attorney-General and the National Defence College, he said, adding that two representatives from the opposition Move Forward party, Rangsiman Rome and Wiroj Lakkhanaadisorn, may be invited to join the panel.

 

Sutin also said that the procurement contract remains unchanged, which means that the RTN will be procuring Chinese submarines but, if a Chinese frigate is to be acquired instead of the submarines, as has been suggested, there must be consent from the cabinet.

Yes, spreading the money as well as the responsibility, when it all goes tits up nobody will know who said what.

The sub they have now never leaves the dock and is a tourist attraction for Thais only.  Why they should want another one is beyond me perhaps for the kickback from the deal. 

If you want to analyze the deal correctly Work the Deal backwards.  What is your potential Profits/Return on Investment?  What are the annual operating expenses adjusted for inflation? How expensive is the specialized training to operate a sub.  What is the estimated lifespan of the Sub.  What are the Risks if you do Not buy the Sub.  Are there cheaper, better ways with less operating expenses that require less specialized training.  Have you budgeted for enough spare parts to keep the Sub operational when it is critical?

 

A blind man can see that NO Thailand does not need a Sub.  Government or Military WANTS a Sub, but first raise and refurbish the ship that sunk a year or more ago.

 

I lived near a Submarine base for 30 years.  The AI Tech and increasing IT spending will be of much greater benefit.

It's an interagency issue of Face. The Navy wants the sub likely after the army and air force seem to get all the toys during PM Prayut's regime. 

A panel with 13 to 15 members is a committee. 😀
