Those pesky Chinese 

I fully believe that the world should put in a new law. If your country members commit crime abroad then your country is responsible for the cost of ALL police time, ALL prison time and ALL costs related to the case.

 

That said country can then civilly claim back the money they must pay out to 'injured' country via their home court system of the perp.
