If your "own country" issues visas through the e-visa system then you might find it easier and quicker to do it there.

You can do either.

Since you have the Thai bank in place with 400k my pick would be to return to Thailand visa exempt and apply for non O and subsequent 12 month extension at your local immigration office.

Obtaining non O marriage in home country also good option if eVisa 

Are you planning to apply for one from outside Thailand?

Or are you thinking about status change of visa(e.g. Tourist to Non-immigrant) within Thailand?

 

As far as I have heard of, 400K is  enough for Non-immigrant O(on the grounds of marriage with a Thai national). 

But not for Retirement(another 4000K needed).

 

Why don't you apply for the DTV instead(at Thai Embassy in your home country)?

Monetary hurdle looks a lot lower; it costs THB10000- for initial application.

And you only have to prove you have at least THB500000- in your bank account at home(no need to move it  here)?

But how long time needs the 400k baht to have been in the bank account before applying for non-O domestically?

 

Normally the funds shall be transferred from abroad, while existing bank deposits needs to be one year or more old, to my knowledge.

 

In some areas the application can also be little difficult or strict. And I know of one immigration-office where they do not accept domestically non-O applications.

 

I would recommend to apply from one's home country, whenever possible.

That is up to the immigration office.
