This is my bathroom ceiling in a condo I am renting.  I am tired of looking at it.  If I just scrape off the peeling paint and paint over it with a ceiling paint will it last for a year?  I know it is best to prime it first but I want to do it quick and easy with no concerns about long lasting quality.

Quick answer is yes, if you scrape it down and give it a quick sanding, it will probably see out your tenancy.

What is the painted surface material.   If drywall / gypsum board, be careful.  For a finished coat, use the thicker, fluffier roller, as it hides the imperfections better.

Thinned matt white emulsion paint would act as a primer, if you want to go down that road, add a very small amount of black, so when you put the 'Top' coat you can see where you have been, white is a hard color to see when applying more coats. Using thick 

un-thinned paint (should be thinned anyway normally add 5-10% water, but instructions will be on the tin) will just pick up the flakey bits if you don't give it a quick sanding.

If you are going to do the job then do it properly. Scrape the ceiling, undercoat then top coat. Taking the short way will only make you do it again very quickly
