NATO is importatnt to the USA.

NATO will have to (Article 5) assist the USA when it attacks China over Taiwan.

That's why Trump is so insistant that NATO Europe re-arm to 5% GDP.

There were NATO troops in Afghanistan.

Luxembourg even sent two military men.

I know NATO has to assist when a member is attacked, but is that also the case when a member decides to attack another country?

Why are they our enemies? I don't think that they are are enemies any more than they are our friends. Why does it matter to you how the European governments spend their money? They are plenty wealthy enough to take care of themselves if they want to. Why should the US be subsidizing them at all? Or do you believe that there is a threat from Russia, a threat that could hurt the USA? And that we need to assist the Europeans to persuade them?

As CallumWK pointed out, it's a mutual defense treaty. Not a mutual offense treaty. Individual countries that are members of NATO were free to send their troops to Afghanistan. But they weren't there as NATO troops.
