คลุกฝุ่น

Today I was listening to the radio station of the Thai Parliament. Aphisit Wechachiwa, head of the Democratic Party, was a speaker at a seminar on the Constitution. He mentioned that some provisions “ไปคลุกอยู่ในฝุ่น”. My wife explained that this meant that the provisions were “unclear.” I looked in Lexitron for a similar phrase. “คลุกฝุ่น” is defined as “ [V] fall and roll on the ground”. Domnern Sathienpong defines the phrase as “to roll in the dust.”

I looked on Google. There is a movie called “หนุมานคลุกฝุ่น" or “Hanuman in the Dust” [translation ???] A Thai blog calls itself “หมูจิ๊ดคลุกฝุ่น

Might anyone know what the meanings of these phrases are?

I don't know for sure, but possibly it's ใบคลุกอยู่ในฝุ่น instead of ไปคลุกอยู่ในฝุ่น

I would take this to mean that the provisions were 'dusty'.. your wife's description of 'unclear' would seem to fit..
