Cambodian Interior Minister Denies Links to Casino Group

Cambodia’s Interior Minister Sar Sokha has publicly denied any ties to the Jin Bei casino group, following international media reports linking him to the company recently sanctioned by the US and UK for alleged involvement in transnational scam networks.

 

In a statement released Tuesday, the Ministry of Interior rejected claims that Sokha holds shares or has any investment in Jin Bei Group Co. Ltd., a luxury hotel and casino operator based in Preah Sihanouk City. The group has been implicated in forced labour, extortion, and the 2023 murder of a Chinese national, according to sanction documents.

 

“These allegations are politically motivated and based on unverified information,” the ministry said, adding that Sokha has no involvement in the casino business.

 

The denial comes days after Western governments imposed sweeping sanctions on entities accused of running online investment scams across Southeast Asia. Among those named were Prince Bank and Huione Group, both allegedly linked to large-scale fraud operations. Jin Bei Group was identified as one of the most notorious players under the Prince Group umbrella.

 

Defending its record, the ministry highlighted intensified law enforcement efforts under Sokha’s leadership. Between January and September 2025, Cambodian authorities investigated 48 online scam cases, arrested 168 suspects, and deported over 2,700 individuals. The same period saw 147 human trafficking cases, with 205 arrests and 483 victims rescued. Drug enforcement also surged, with more than 17,000 arrests and the seizure of seven tonnes of narcotics.

 

Despite the government’s rebuttal, international scrutiny continues. Amnesty International earlier this year named Jin Bei and Golden Fortune Resorts in a report documenting forced labour and torture in Cambodian scam compounds. A separate study, published under the title Policies and Patterns, listed 28 individuals allegedly involved in or supportive of Cambodia’s scam-linked trafficking industry—including Sokha—and recommended sanctions and legal action.

 

The controversy underscores growing global pressure on Cambodia to dismantle criminal networks operating under the guise of legitimate business, as concerns mount over human rights abuses and financial crime.
