Immergut, a Trump nominee, concluded that the administration had no legal authority to intervene, since civilian law enforcement could handily manage the anti–Immigration and Customs Enforcement protests on its own. Her ruling largely turned on credibility: Oregon said its own police had the situation under control; the Justice Department claimed the city was in the grip of a violent emergency.
