U.S. Democratic Senator Mark Kelly has said he will “seriously consider” running for president in 2028, as he faces escalating political and legal pressure from the administration of President Donald Trump.

Kelly, a senator from Arizona and a retired U.S. Navy captain, has been at the centre of controversy following a video he released in November urging military personnel to refuse illegal orders. Trump accused Kelly of “seditious behaviour,” comments that Kelly says triggered a wave of death threats against him and his wife, former Congresswoman Gabrielle Giffords.

Speaking to BBC Newsnight, Kelly said the threats have become routine, forcing the couple to live under 24-hour security. Asked whether he was considering a presidential run, Kelly said the idea was under serious consideration given what he described as “challenging times” for the country.

Kelly highlighted his background as setting him apart from other potential candidates. A former astronaut and engineer, he is the only U.S. senator with a graduate degree in engineering and has 25 years of military service, including combat experience. “It’s a serious decision,” he said, adding that he has not yet made a final choice.

Kelly and five other lawmakers with military or intelligence backgrounds were targeted by the administration after releasing the 90-second video, which came amid scrutiny over the legality of U.S. strikes on suspected narco-trafficking vessels off South America. A grand jury declined to charge Kelly with seditious conspiracy, and efforts by the Pentagon to demote his military rank were unsuccessful.

Despite that, Kelly said he expects continued legal challenges and vowed to keep fighting, even if the issue reaches the Supreme Court. Critics have described the administration’s actions as an attack on free speech and political dissent.

Kelly would join a growing field of Democrats weighing 2028 bids, including Kamala Harris and California Governor Gavin Newsom.
