Ho Chi Minh City Offers $190 for Second Child to Boost Birth Rate

Ho Chi Minh City has provided cash bonuses to nearly 9,000 women for giving birth to two children before age 35, in response to its declining fertility rate. The city has transferred VND5 million (US$190) to 1,310 mothers for having a second child since September 1, 2025. An earlier resolution awarded VND3 million (US$114) to 7,650 women for second births between December 2024 and August 2025.

The policy spans the newly expanded city, which now includes former provinces Binh Duong and Ba Ria-Vung Tau, forming a metropolis of 14 million. It precedes Vietnam's new Population Law, effective July 2026, shifting from birth control to encouragement. The fertility rate in Ho Chi Minh City was 1.51 in 2025, below the 2.1 replacement level, indicating an aging population challenge.

Experts warn this trend threatens labor force sustainability and accelerates population aging. Over 1.57 million residents are aged 60 or above, accounting for 11.4% of the population, with life expectancy at 76.7 years. Similar trends are seen globally, with countries like South Korea and Singapore offering incentives. However, studies suggest such bonuses may only temporarily boost birth rates.

To support its initiative, Ho Chi Minh City deploys mobile health teams across 168 locations until May 30, providing reproductive and geriatric care. Aimed at reaching pregnant women and disadvantaged communities, these teams address healthcare access disparities.
