Hanoi will implement a low-emission zone in Hoan Kiem Ward, restricting gasoline-powered motorbikes on select streets starting July 1. The pilot scheme will ban these vehicles from 6 p.m. to midnight on Fridays and all day on weekends. Streets included in the trial are key thoroughfares like Trang Tien and Hang Khay, with the ban extending to ride-hailing motorbikes for six months.

The initiative aims to address air quality issues, particularly in densely populated, high-traffic urban centers. An emissions inventory revealed that traffic emissions contribute significantly to pollution in the city. As part of the new regulations, light trucks under two tons that meet Euro 4 emissions standards are permitted outside peak hours, while larger trucks face stricter operating times or outright bans.

Additional vehicle restrictions have been introduced in the Old Quarter and around Hoan Kiem Lake. Passenger vehicles with over 16 seats must comply with Euro 4 standards, and their road access is limited during peak times unless they are public buses or school shuttles. These measures reflect the city's efforts to curb pollution and are based on a strategic plan supported by Resolution No. 57 from the city's People's Council.

The project is anticipated to advance through two more phases, expanding coverage over coming years. Phase 2 will see the low-emission zone enveloping Hoan Kiem and Cua Nam wards by the end of 2027, with further expansion in Phase 3 to encompass an area within Ring Road No.1. The ultimate goal is to evaluate the model's effectiveness and potentially apply similar strategies in other regions.
