Fil-Am Among 19 Dead in Negros Encounter

Nineteen people, including an American citizen of Filipino descent, were killed in a firefight in Toboso, Negros Occidental, last week. Lyle Prijoles, a human rights advocate from California, was among the casualties, as confirmed by Bayan-USA. The military alleged that the deceased, including University of the Philippines student Alyssa Alano and Kabataan party-list nominee RJ Nichole Ledesma, were affiliated with the New People’s Army (NPA).

The incident, which occurred in Barangay Salamanca on April 19, is under investigation by the Criminal Investigation and Detection Group. Interior and Local Government Secretary Jonvic Remulla directed queries about the operation to the Army. The presence of foreign nationals in the encounter has sparked discussions about recruitment and ideological influence, labeled as "terror-grooming" by Undersecretary Ernesto Torres Jr. of the NTF-ELCAC.

The Armed Forces of the Philippines (AFP) staunchly defended its position that Alano was armed during the encounter. AFP Chief Gen. Romeo Brawner Jr. countered social media claims that Alano’s presence was for an outreach program, citing her use of a combat rig as evidence of her involvement. Brawner emphasized that the AFP is open to a Commission on Human Rights investigation, but insisted it should examine all elements, including the NPA's role.

As the investigation unfolds, authorities aim to understand the full scope of the event. The military maintains its narrative while responding to calls for clarity and thorough inquiry. The developments may influence future dialogue on domestic security and foreign national involvement in regional conflicts.
