The systems have reportedly been placed on some of the highest available points around the facility to maximise coverage against incoming drones. The concentration of so many systems around a single site is notable and underlines the refinery’s strategic importance following recent attacks. Protection for Moscow, Exposure Elsewhere Military analysts say the move comes with a trade-off. Every Pantsir system moved to Moscow is one less available to protect military bases, industrial facilities and infrastructure elsewhere across Russia. That raises questions about whether other regions could become more vulnerable to future Ukrainian strikes. The redistribution reflects the challenge facing Russian planners as attacks increasingly reach targets hundreds of miles from the battlefield. Why the Pantsir Matters The Pantsir system is designed to defend critical facilities against a range of aerial threats, including drones, cruise missiles, helicopters and aircraft. Its key advantage is its combination of guided missiles and rapid-fire cannons on a single platform. Missiles engage targets at longer distances, while cannons provide close-range protection against low-flying threats. In recent years, Pantsir systems have become a familiar sight across Moscow, with units positioned on rooftops and around sensitive infrastructure.
