Zhang Xin Yan fled Hong Kong when China’s National Security Law came into effect in 2020. As a principal organiser of the Umbrella protests seeking free and fair elections in the territory, freedom of speech and freedom of the press. She is both a journalist and democracy activist.

Zhang is a long-time practitioner of Falun Gong—a spiritual group banned in China—as well as a democracy activist and journalist. She is also a member of the overseas-based "Hong Kong Parliament”.

In July 2025, Hong Kong's National Security Department issued an arrest warrant and a HK$200,000 bounty for her on subversion charges under the National Security Law.

She appealed to the UN High Commissioner for Refugees in Bangkok for humanitarian status in a third country due to political persecution.

She has held official refugee status recognised by the UNHCR since 2016. However, Thailand is not a signatory to the 1951 Refugee Convention. She remains at risk of deportation back to China and is currently being held at the Suan Phlu Immigration Detention Centre.

Canada agreed to her refugee status. As she was preparing to leave in May, she was arrested by Thai authorities for overstaying her visa and is facing deportation to China for trial on political crimes.

In early July, Zhang was arrested at the airport and stopped from boarding a flight to refuge in Vancouver.

Human rights organizations such as Human Rights Watch have condemned the Thai government for blocking her flight, urging authorities to release her and respect international laws protecting refugees.

Interference with a settled refugee is a grave miscarriage of justice by Thailand.

I have emailed the Canadian ambassador, Ping Kitnikone, at [email protected] as well as phoning every day at 02 646-4300, press 1 for English, then 5 for the ambassador’s office. Apparently, they only employ an answering machine so one is forced to leave a message.
