US Envoy Pledges Crackdown on Scam Rings

Christopher Anderson, the newly nominated US ambassador to Cambodia, has vowed to make dismantling transnational scam networks his top priority once he takes up the post in Phnom Penh.

Speaking before the US Senate on 17 July, Anderson described the scale of online fraud as “tens of billions of dollars stolen from American citizens” and warned that many of these operations also involve forced labour, which he called “a form of human trafficking”. He promised urgent cooperation with Cambodian authorities and regional partners to deliver results.

The White House nominated Anderson on 2 June, filling a role that has been vacant for more than two years. His appointment follows a career spanning national security, foreign affairs and military service, including deployment to Afghanistan in 2011. Senator Steve Daines, one of his former employers, praised him as “uniquely qualified” to lead the mission.

Anderson told senators he would advance Washington’s priorities in Cambodia with “unwavering commitment”, citing three main goals: protecting US citizens, expanding economic opportunities, and strengthening America’s role in Southeast Asia. He noted that the United States is already Cambodia’s largest export market, accounting for more than 40 per cent of its trade.

Human rights will also be on his agenda. Anderson said he intends to press the Cambodian government on politically motivated trials and restrictions on free expression. He emphasised Cambodia’s importance within ASEAN, pledging to work closely with the Kingdom as the current US-ASEAN country coordinator.

Local observers welcomed the return of an American envoy after a long absence, though some voiced concern that Anderson did not address the Cambodia–Thailand border dispute during his testimony.

If confirmed, Anderson’s arrival would mark a renewed US presence in Phnom Penh, with a clear focus on tackling criminal networks that have become a regional scourge. His challenge will be to balance economic cooperation, human rights advocacy and security concerns in one of Southeast Asia’s most strategically sensitive nations.
