Six Philippine Nationals Charged Over Card Game Scam Targeting Tourist

Police in Ho Chi Minh City have launched legal proceedings against six Philippine nationals accused of running a sophisticated fraud ring that targeted foreign tourists through staged card games. The suspects were charged with "fraudulent appropriation of property" following investigations into 18 scams conducted between May 2025 and July 2026.

Targeting Vulnerable Tourists

Investigators revealed the suspects employed a calculated approach to maximize their success rate. The gang primarily targeted elderly tourists traveling alone, approaching them to gain their trust over several encounters. Once confidence was established, the perpetrators lured victims to rented locations where accomplices posed as fellow gamblers.

The scheme operated with deliberate precision. Victims were initially allowed to win modest amounts, creating false confidence and encouraging larger bets. As the stakes increased, perpetrators persuaded victims to withdraw cash from nearby ATMs to continue betting. Once sufficient funds were on the table, the gang would distract the victims and flee with the money, leaving victims with neither winnings nor recourse.

Investigation and Arrests

Police identified Del Rosario Rafael Macapanas as the alleged ringleader who orchestrated the operation and distributed proceeds among accomplices. The five other suspects are Pardo Oscar Winkler, De Vera Diosdado, Pardo Maria Lanie, Villarin Bregida, and Bernardino Rolando Lim.

Over the 14-month period documented in the investigation, the criminal syndicate appropriated approximately $10,000 USD from foreign tourists through their elaborate deception. The six suspects were formally charged on July 15 and remain in custody pending trial. Investigators continue to examine whether additional victims exist, as many tourists may not report such incidents due to embarrassment or uncertainty about lodging complaints in a foreign country.
