Ho Chi Minh City is planning how to use low-altitude airspace for drones, flying taxis and related logistics, with a phased approach beginning in 2026.

Building the network

The proposal sets out zones below 1,000 metres and calls for drone ports, vertiports, charging depots, maintenance hangars and passenger hubs linked to airports, seaports, logistics parks and transit interchanges.

It also envisages systems to manage uncrewed aircraft traffic, real-time data processing, high-speed telecommunications and satellite navigation.

Phased rollout

Authorities plan to establish legal frameworks, testing environments and basic traffic management systems during 2026 and 2027. Wider commercial operations across emergency services, transport, agriculture and freight are targeted from 2028 to 2030.

What it means for foreigners in Vietnam

Flying taxis are not yet a commercial service, but the plans show how Ho Chi Minh City is preparing for new urban transport and logistics technology. Residents should expect pilot projects and regulation to develop before any routine passenger service.
