I want to open an offshore bank account In Guernsey. I meet the qualifying criteria but am facing the inevitable compliance hoop jumping and document certification.

Currently quoted 8K Baht to certify an address and passport which i may end up paying. But i'm thinking down the line to the likely compliance dance.

Nobody trust anyone, we reserve the right, compliance manager having a bad morning etc. So i'm trying to asssemble some backup and supporting documents.
The gold standard for proof of residence address for a foreigner in Thailand is the one you get with a TM16. It's also very cheap compared with the legal service gouging.

It does seem to infer however it is for local use only.

1. Predetermined purposes: Thai driving licence, purchasing/selling a vehicle, or opening a bank account

2. For a bank account, it requires the bank name and branch

3. The final consent authorizes Immigration to disclose/provide your information to a named recipient

Perhaps ask the bank in Guernsey to advise you what constitutes acceptable proof of address.

I was able to prove my address to a bank in the US by providing a copy of a bank statement that had my name and Thai address on it.

That's good advice. My experience has been the same, foreign banks usually accept Thai bank statements for proof of address.

I once saw a German certified translation of a Thai document. The title in German was "Wohnbestätigung" (literally: "Confirmation of abode"). Someone from Thai town hall had come personally to the address in order to satisfy himself the applicant was living there. The applicant resided out in the sticks, where civil servants are more likely to want to do a rare farang such a service than say in Pattaya or Bangkok.

This document had nothing to do with the COR we get from immigration.

Are Thai bank statements usually not in Thai language? I had the same problem once and my statements were not accepted.

The issue is here not that the account owner translates it. The issue is that the foreign bank will need either a clear English written adress on the original statement or a certified translation of it. Chat GPT is not valid here.

My Kasikorn statements have the address in English. It was reported in another thread that banks will change the address from Thai to English on request.

Ok, good. In my own case the foreign bank insisted on a government or other official (electricity, water, tax document) issued document in English language.

Bank was unfortunately not accepted.

I've had an account in Guernsey for several years. When I opened it the bank accepted a statement of my UK bank account which showed my Thai address.

I guess it's not that simple for the OP, but 8k seems a lot to certify a passport and address. When my wife needed similar certification to claim her UK state pension, a local Thai notary did it for a thousand baht.

You can choose. You need to make sure that they write your address consistently in English, that might well require an update of your address in their system before downloading the statement. It can be done.
