Rayong mother charged after newborn found in bin

Police in Rayong have charged a 28-year-old woman after her newborn son was found alive inside a black rubbish bag in a roadside bin in Mueang Rayong district.

The woman took police to the location on Sirikit Forest Park Road in the Song Phi Nong community, Choeng Noen subdistrict, on 5 September, where officers staged a reconstruction of events. The baby had been left there just before midnight on 2 September.

Woman says she believed baby had died

According to Mueang Rayong Police, the woman said she had gone into labour and delivered the child alone. She told officers that the baby did not breathe or cry after the birth, leading her to believe he had died.

She then put the newborn boy in a black bag and left him in a rubbish bin, police said.

The infant was later discovered by a scrap collector named Meechok, who alerted residents of the Song Phi Nong community. Local people stepped in to help the baby before authorities became involved.

Police investigators reviewed CCTV footage from the area and identified the woman as the suspected person who had left the bag. She subsequently surrendered to police and admitted the offence, according to the report.

Officers recorded the reconstruction as evidence for the criminal case.

Charge carries up to three years in prison

The woman has initially been charged under Section 306 of Thailand's Criminal Code, which covers abandoning a child aged no more than nine years in a way that leaves the child without care.

The offence carries a maximum prison sentence of three years, a fine of up to 60,000 baht, or both.

The baby is now safe but remains under medical care at Rayong Hospital. Officials from the Rayong Provincial Social Development and Human Security Office, along with staff from the Rayong Provincial Shelter for Children and Families, are providing welfare support for the child.
