Arakan vs Burmese literature: Paletwa students given say

The Arakan Army’s education department has moved to ease tensions in Paletwa Township, Chin State, by announcing that Grade 12 students will be free to choose between Rakhine or Burmese literature. The decision follows criticism over the replacement of the Burmese curriculum with a newly drafted Rakhine syllabus.

The controversy erupted after the Global Khumi Organization (GKO) protested on 6 September, claiming the Rakhine curriculum was being imposed without local consent. The group argued that such measures undermine the linguistic and cultural rights of Khumi Chin and other minorities, warning they risk sowing division among ethnic groups.

In its statement, the AA education department confirmed that while Burmese literature has been replaced at Grade 12 level, the subject will not be compulsory. Students can select either Burmese or Rakhine literature depending on preference. Other grades remain unaffected.

This year, Paletwa’s Grade 12 cohort includes 138 Rakhine students, 16 Khumi, three Daingnet and one Mro. Census data shows the township is home to more than 88,000 Chin and sub‑tribes, alongside around 18,000 Rakhine residents.

The GKO condemned the AA’s initial move, saying it violated the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). It stressed that education policies must be implemented with the consent of local populations to avoid marginalising minority communities.

The AA took full control of Paletwa in February 2024 and has since worked with allied revolutionary forces to deliver administration, justice, education and healthcare. Its growing influence has raised questions about how ethnic minority rights will be safeguarded under its governance.

For now, the compromise allowing students to choose their literature curriculum may ease immediate tensions. Yet the episode highlights the delicate balance between majority and minority identities in a township that sits at the crossroads of Rakhine and Chin cultures.
