Chonburi Immigration police have arrested a 37-year-old Chinese national wanted on an Interpol red notice over his alleged role in a cross-border online gambling network with more than 1.5 billion baht in reported turnover.

The man, identified only as Mr Lee, was detained on 15 September at a home in Nong Pla Lai, Bang Lamung district, Chonburi. Authorities said he was the subject of an Interpol red notice requested by China.

The operation, named "Sinsamut Subdues the Black Dragon", was led by Pol Lt Col Kittipat Hongchuwet, inspector of Chonburi Immigration, alongside Pol Capt Wirat Patthammavong and Pol Capt Jittiya Pithikul.

Alleged gambling network role

Police said Mr Lee was believed to have managed agent systems and financial operations for an international online gambling network. He is accused under Article 303 of China's Criminal Law, relating to organising or operating gambling activities, an offence carrying a maximum prison term of 10 years.

Investigators monitored the suspect and gathered evidence to confirm his identity before linking him to the Interpol red notice, police said. Officers then moved in and detained him at the residence.

Information accompanying the red notice alleges that, between 1 December 2021 and 26 August 2022, Mr Lee and others formed a group that recruited Chinese citizens to use overseas gambling websites.

Authorities described him as a key network member responsible for liaising with foreign online gambling platforms, managing betting accounts, handling gamblers' finances and paying commissions to network members and agents.

More than 300 agents alleged

The investigation found that the network allegedly recruited more than 300 lower-level agents, who brought 1,000s of Chinese nationals into online gambling systems.

Its total funds in circulation were said to exceed 300 million yuan. Mr Lee was alleged to have received around 3 million yuan in benefits, which he then used for personal spending before leaving China.

The Hebei District Prosecutor's Office in Tianjin approved an arrest warrant for Mr Lee on 30 April 2024. An Interpol red notice was subsequently issued to help locate and return him for prosecution.

Visa revocation process underway

Chonburi Immigration is preparing documents to seek revocation of Mr Lee's visa from Immigration Division 3. He will then be taken to court for detention while awaiting return to his home country and further legal proceedings, police said.
