Never heard about if before, but clicked on one of the advertisers here (Rocky) and saw that a 1% provincial tax is added on the total? Is this correct, I've never been quoted this on Koh Samui before, or any other province in Thailand ... anyone know the (tax)law?

Correct, hotels/resorts/ should pay 1% to governemnt. It is up to the operator to add to guest bill or not. Most don't, but Poppies i.e. has 1% incl. in their internet rates.
