firstly, sorry the font size is so small for the thai letters. have installed a firefox add on but doesnt seem to make a difference.

I am sort of guessing that เฉยๆ means something like 'just ' as in the sentence - just joking - poot len cheu-i cheu-i . Is this correct? and if so in what other situations can it be used please?

Your guess is correct. In that context เฉย ๆ means 'just' (i.e. there's nothing more to it than that').

Mary Haas has the following definitions:

1. to be impassive, indifferent, unperturbed

2. to be passive, quiet, still, calm

3. to be indifferent to, to ignore (followed by either preposition ต่อ or กับ)

ทำเฉยเสีย keep (something) quiet, say nothing more about it

ให้เฉย ๆ to give without expecting to be repaid

เฉยเมย to be indifferent, passive

เพิกเฉย to ignore, neglect, pay no attention to

หน้าเฉยตาเฉย with deadpan expression i.e. looking expressionless and as if nothing happened

ผมรู้สึกเฉย ๆ กับหนัง Adam Sandler - I feel indifferent to Adam Sandler movies.

Here is another use of the phrase from Thai Rath of 18 March 2006:

ส่วนกรณีเกษตรกรจากภาคเหนือจะเดินทางมายังอนุสาวรีย์ประชาธิปไตยและทำเนียบรัฐบาล When the farmers from the North marches to the Democracy Monument and the Government House

ก็จะประสานให้ตำรวจมาอยู่ตรงกลาง แต่หากทางกลุ่มดึงดันจะบุกเข้ามา เราก็จะนั่งเฉยๆ

That looks like a perfect match for Mary Haas' definition #2.

I think it can also be used to disagree with an assessment.

"ครูคนนี้อธิบายเก่งจังเลย"

"This teacher explains things very clearly"

"เฉย ๆ"

"you think so?" or "I don't think so"
