I saw this yesterday in Lumpini Park (in BKK). It's on a timer and apparently it just pushes water.

I am no expert but I would call it an aerator.

Some ponds/waterways use fountains, others use gadgets similar to the one shown.

Warm water doesn't hold oxygen very well, especially when stationary.
