"ยื่นญัตติ" = To file a motion.

So, this sentence should be translated to;

"The attitude of Mr. Samak caused the Democratic party to decide to file a motion for a general debate for the purpose of passing a vote of no confidence in the Prime Minister and seven of his cabinet Ministers."
