I have been refused a work permit as I have a retirement Visa and told at Chonburi that they do not give work permits to holders of Non Imm O retirement now -- If I change to a Married Visa can I get a Work Permit ?

Indeed you can, with the added bonus that if your work permit gets canceled (lay-offs, or whatever reason) it will not affect your extension of stay.

If you would base your extension of stay on your work permit, this extension would get canceled effective the day you surrender your work permit!

Do note that for the extension based on marriage, the combined income from both your wife and you has to be higher then 40,000 Baht/month. Marriage extension based on the 400,000 Baht lump sum in the bank do not exist anymore.
